A is wrong, Network Intelligence Center, don’t check external connection (https://cloud.google.com/network-intelligence-center) D is wrong, VPN section don’t display monitore utilization. C is wrong, is possible check VPN usage but, question need set up alerts.
Letter B is sure for me, we need create custom alert for bandwidth utilization
