I vote for A, it is the simplest solution and is the one indicated in https://docs.aws.amazon.com/vpn/latest/s2svpn/monitoring-cloudwatch-vpn.html . But you have to assume that the internal ticketing tool is able to understand the message sent by the SNS service.
