  A and B are incorrect as purchasing RI before performing rightsizing is nonsense. C is the most likely to be correct, but it does not state anything on rightsizing actions. However purchasing Compute Savings Plans allows to make rightsizing later. D - incorrect, as On-Demand Capacity Reservations has nothing to budget.
