  The latest generation gp3 volumes enable to provision performance independent of the storage capacity. Thus, provide a more stable baseline performance.

If the DB was slow due to disk I/O, then the I/O would be reading high (100%) not low. Since they mentioned this is a "burstable" "T" instance may be running in "Standard" mode, the easiest thing would be to enable "Unlimited" mode.
