Answer C is correct. According to AWD Developer support doesn't support API calls, Business, Ent on Ramp and EMT does, https://aws.amazon.com/premiumsupport/plans/

You must have a Business, Enterprise On-Ramp, or Enterprise Support plan to use the AWS Support API. So, the answer is C the MOST cost-effectively between C and D

AWS Developer Support includes access to the AWS Support API, which allows users to interact with AWS Support programmatically. This plan provides basic support features and is designed for users who are exploring AWS services or developing applications on AWS. It offers a more cost-effective option compared to higher-tier plans while still providing API access for support interactions. AWS Business Support (option C): This plan provides more comprehensive support, including access to the AWS Support API and faster response times. However, it is more expensive than Developer Support and may be more than what is needed for a new user who requires only API access.
